The Blue Envelope Program

The Watchung Police Department is happy to announce the launch of the Blue Envelope Program in an effort to improve interactions and ease communication between individuals on the Autism Spectrum and law enforcement officers, during motor vehicle operator encounters.

The Blue Envelope Program represents a collaborative effort aimed at fostering a safer and more understanding environment for drivers with Autism Spectrum Disorder (ASD) and law enforcement officers, during motor vehicle stops. It involves a specially designed envelope that holds a driver's essential documents:

• Driver's License (Copy is acceptable)

• Vehicle Registration

• Insurance Card

• Important Information / Emergency Contact Information

However, the initiative's significance goes far beyond just a storage solution for important documents. The envelope contains information and guidance to the driver, on what they should do when having contact with a police officer during a motor vehicle stop. Just as important, the envelope also provides the officer with valuable information, such as the motorist’s communication abilities, guidance when asking the driver questions, suggestions to help deescalate the overall scene by eliminating possible sensory triggers, and more.

This initiative addresses several key objectives:

Enhancing Understanding: By providing officers with immediate, accessible information about autism, the Blue Envelope aims to promote empathy and patience, leading to more positive interactions.

Reducing Anxiety: Traffic stops can be particularly stressful for individuals with autism. The Blue Envelope serves as a visual cue that helps officers adjust their communication style, thereby reducing anxiety for the driver.

Streamlining Communication: The guidelines on the envelope offer practical tips for officers, making it easier for them to communicate effectively with individuals with autism, even in high-stress situations like traffic stops.

Encouraging Preparedness: For individuals with autism and their families, the Blue Envelope is a tool that encourages preparedness. By keeping their important documents in the envelope and understanding how to present it during a traffic stop, drivers can feel more confident and secure.

For our residents with ASD that do not operate a motor vehicle, we understand that an encounter with a law enforcement officer is still a possibility. With that in mind, the Watchung Police Department is also equipped with autism identification cards, that provide the officer with all of the same valuable information as the Blue Envelope.

Through this program, the Watchung Police Department aims to build bridges between law enforcement and the autism community, fostering a culture of awareness and compassion that benefits everyone involved.
